No you would never do it.

Yeah, a lot of the posters here are immature but what the OP is asking for is ridiculous. You can't accurately touch up a photo this pixelated. The colors will be far from where they should be. In the end, it would really only be an artist rendition of what he/she THOUGHT it would look.

There is no magical way to do this and even if you had a verified paypal and were a "complete expert" of photoshop, you would not do it. First of all because the amount of time needed to perform this would be immense... and secondly because $40 to do this is not worth it.

Please don't be so arrogant. Unless you just want to contribute to the "immature" members here.

I spent a couple minutes on this doing a very rough job. Don't expect any money since it obviously didn't do too much..

It did, however, improve color quality and reduce noise in the image making is a bit smoother. This was done without causing a nasty blur though.
