Can anyone help me out by telling me if deadly fishes mods for GTA IV patched the mods link is a sticky under this forum anyone who can help me will get a copy of the ISO Legit!!

No they are not patched, the mod pack that I have provided on the Sticky has been tested by me with 99.9% beneficiary.
