But UnRealShaun, I think you came to the wrong site dude. I would find someone else to do, then to be looking on TTG. Everyone on this site acts immature. I would do it, But I don't have a verified PayPal and I'm not a complete expert on Photoshop.

But Check some other places and someone maybe able to help.

No you would never do it.

Yeah, a lot of the posters here are immature but what the OP is asking for is ridiculous. You can't accurately touch up a photo this pixelated. The colors will be far from where they should be. In the end, it would really only be an artist rendition of what he/she THOUGHT it would look.

There is no magical way to do this and even if you had a verified paypal and were a "complete expert" of photoshop, you would not do it. First of all because the amount of time needed to perform this would be immense... and secondly because $40 to do this is not worth it.

Please don't be so arrogant. Unless you just want to contribute to the "immature" members here.
Maybe 40 dollars is too low lets make 100 dollars. I have my paypal hooked up to my bank account no need to question if I have the money. As of now anybody who give me one i love will receive 100 dolars.

Sorry to say but there is no way to improve the quality of a extremely low quality photo.

Ok so is there any way someone can zoom in on the hairline to confirm if she is wearing a wig or not.

that would not be able to do since the photo is really a really low resolution and would be extremely pixelated
