This is a great glitch very easy to do here are the steps
Step 1: Be a level 16 about to rank up
Step 2: Rank up in a game from 16 to 17 to unlock scrambler
Step 3: Once youve ranked up in the middle of a match wait till the game is over
Step 4: when the scores pop up and the game is over and you are back in the lobby dont touch anything and quickly unplug your ethernet cable
Step 5: then reconnect and congrats all perks after scrambler you unlock
this works cuz i have done it myself go have fun
Note: steps 1 & 2 are an example the object is to be a rank before you are about to unlock a perk so while in a game be a rank before your about to get a perk then rank up then follow steps after step 2 very easy and well worth it
