Ideas:

1) store files on your video for if you are doing a tutorial.
2) have a code box on programing tutorials.
3) picture album built in to your profile / unknown name.
4) free editing program to members and instant upload via app.
5) when you upload a new video a text message is sent to your fans phones.
or to a app on there phone.
6) blog on your profile

i have better ideas but i don't want to say them yet hah.
it will be a closed beta but TTG will be first in if i go a head and make it.

it will all be coded in:
HTML5
CSS3
PHP
JAVASCRIPT
C#
SQL
ACTION SCRIPT 3.0
Possibly more not sure haha.

I have another Idea to add to the list, but it would be difficult to implement.
-More customizable channels (drag and drop, and default templates that actually work for backgrounds, and more theme options with backgrounds to match accordingly).

Also you have encountered a little problem with this. First of all for the file storage you will need a whole lot of storage. People may also update illegal things ie. a downloaded version of a game. the problem with this is
1. Illegal
2. 10 gigs (ACB COD, etc)

The Code box is a good idea. I like having a code box, rather then uploading and then providing a link. Also an app would be nice, but would that be computer or mobile? If it would be mobile, then with the languages you listed, you would only be able to program it for Windows mobile. As you did not list Java (Android) or objective c (IPOD, IPHONE).

Also with youtube implementing the new features ( [ Register or Signin to view external links. ] ) you will need to make it even better.
I have a question though I don't know why you will need Action Script.

I know java, so I can try to help. Also maybe make a gaming zone (flash/ java games). So you will attract more visitors. Then you encounter one more little problem. Money.

Hey

the app would be for phones and computers but both different content.
some other thing are like flash games on your profile,

live chats,
clan channels so you can add a username so they can upload without login info,
Vlog+ (Where we will be basically adds a textbox and you can put your postcode and it will give you directions to where the vlogger will be for like Meet the fan days.)
loads more basically making it more about your fans and how you can interact better.
