Needs more ram better graphics cards and a better proccessor but that my opinion

Could do with a higher clock speed... Depending what you're using it for.

You could build your own but first:
Do you already have a monitor, mouse, keyboard, operating system?

Yes...but the i5-2500 isn't over-clockable either. You could probably adjust the base clock and get 0.1 mhz out of it, but nothing more.
