if i buy the new mw2 maps, can i use them on any xbl account. cause i use 2.

Yes. They will be on all of your accounts that are on your xbox at the time of the purchase.

Yes. I have an account which I bout all my DLC with, on my xbox. It's perma banned.

I bought a new account, and all the DLC works fine. As long as you don't click "remove profile and all content" you will be able to play your DLC no matter what account you have, as long as it's on the xbox with which you bought the DLC.

yes you can use any map pack downloaded on any acount
