My PC Before Upgrade :

2GB Ram
GFORCE 9500GT
2gb ram DDR2
Processor : AMD Sempron 3500+ 2.00Ghz
Windows Vista Home Premium But I will Change it To Windows 7 Ultimate
Power Supply : 250w



What it should look like After the Upgrade :

4GB Ram DDR3
Processor :AMD Athlon X2 260 3.2GHz

..Simple answer, no.

You're investing money into a outdated CPU that will make little to no difference. GTA4 is highly RAM and GPU dependent, so invest your money into a new build, or a higher wattage PSU and a strong video card.

Nope, its a bit pointless.

As Generation said, do a new custom build. It will be better in the long run. It will be able to handle GTA with ease, and will be future proof for a bit.
