Interesting... I've never even heard of Numark before... I cannot say that their specs are overly impressive for the price you are paying. They look like a rebranded Skullcandy... At that price and because I'm full of doubt on the company's quality itself, I would get the Sony MDR-XB700 all day err day.

Your obivously not big with the dj scene because tbh numark is all over the place...
I'm am sorry for my shortcomings, but I am big on the Audiophile scene, not the DJ scene. It seems that you have your own idea on how these phones are and anything I say will not sway you. I know that all my favorite DJs use phones like ATH M50s and DJ1 PROS.

At your price point, you should be able to find a pair of Koss PRODJ 100s. If you want to stretch your budget a bit more, you can get the Ultrasone DJ1 or Ultrasone DJ1 PRO. A fun fact about these would be that the dubstep producer Datsik uses them during his live shows, so you know they are legit.

I've seen the DJ1 at around $115. Another option I forgot to mention is the Sony XB700. It has just as much bass as say, beats, but better overall quality.

Unfortunately, I've found only one website that has them at that $115 point, and I am unsure of its legitimacy. Since you said you had "at least 400" I've allotted about 300 for headphones and another 100 for amp/dac. Unfortunately for you, I've overshot these limits. As far as I'm concerned, you have two choices on headphones. The Ultrasone Pro 900 is Ultrasone's mid-range offering and has EL GRANDE bass. The other option is to get the Denon ADH2000 which also has magnificent bass. At these prices though, amping is necessary. As an entry level amp/dac with bass, a fiio e7 and e9 (the e7 is portable and docks into the e9) with a fiio l9 for portable iPhone use is recommended. If you cannot spare this additional 200, then AT MINIMUM get the e7. Without amping, both of these headphones will sound like shit. If you chose not to get the e9 and only the e7, then I wouldn't recommend either of these headphones. Instead get a Audio-Technica ATH PRO700MK2.

I am unsure of whether you want IEMs or not, so I'll just give you both. For IEMs, MeElectronic M6 is my personal choice. For on ear, Koss PortaPro or Koss KSC75. Both Koss will sound very similar because they use identical drivers, but I like the PortaPro form factor better.

For in-ear, the best bass-centric one I will recommend is the Hippo VB. After that, it's all neutral-sounding. These can be had for 80 bucks. Google them, and if they're unavailable on Jaben, look here.

If you want bassy over-ears that satisfy your budget, the Sony XB700s or the Ultrasone DJ1s are some you might consider. For on-ears, the Aiaiai TMA-1.

No budget, no recommendation. If you set me free, you'd end up spending tens of thousands of dollars on Stax SR-009s, thousands of dollars in cables, the best electrostatic amplifier, a money-is-no-object DAC at over 10 grand, thousands in power supplies, and sound absorbing panels for your room. You probably want to give me a budget, anyway, haha!
Define "legit headphones." I'm excited to hear this.
