according to rune wiki it would be easier to get an elite scroll then visage. it also said that elite clue's are rare and visages are very rare. so you'd probably get a clue eventually after killing some and a visage probably after killing a couple of hundreds.

I've killed over 2,000 steel dragon's and never got either so nobody really knows as it's completely luck based.
