In Comments' sticky, he says that there will be "20 Map Packs Every 9 Months". This isn't correct.
Over the course of the next nine months, we'll see a DLC drop every month. So for a person who gets Call of Duty Elite premium, you'll end up getting between 9 and 12 sets of DLC for free, depending on whether or not Infinity Ward chooses to start a new season right after the first. This DLC is not limited to maps, but also includes weapons, camouflage, Spec Ops maps and even more. So over the first 9 month season, you'll end up with 9 sets of DLC, many of which will not be just maps.
Confused? Check out the CoD Elite site where all this information is freely available:

I've had a lot of people who were confused about Call of Duty Elite, Founder status and the benefits of pre-ordering.
It is not clear that between November 8th and 13th (the deadline for become a CoD Elite Founder) there will be an option to subscribe on the dashboard. The only guaranteed way to be getting Founder Status at the moment is to have purchased the Hardened Edition. Odds are there will be a way to buy Elite Premium from the dashboard as promised by Activision within that period, but there are no guarantees. You'll have to wait and see if it's available when you bring home your game.
Call of Duty Elite premium will come as a code for Hardened Edition customers, and must be purchased through the dashboard for $49.99, or 4000 MSP, for everyone else.
I spoke with a representative at Activision last night on the phone regarding some issues I was having with the Elite site, and he told me they have the site down until the 8th.

"Activate by 11/13 and get
Founder Status & VIP Access"
The CoD Elite says that if you activate by 11/13 you get the Founder Status & VIP. Activate by many companies means purchase as well. Based on that info, could it be that if you buy Premium before the 13 then you get Founder etc?

Only if you purchase CoD Elite from Activision, either through a Hardened Edition game code (which you pay for as part of the whole Hardened bundle) or via the Xbox Live Dashboard
