You have to be joking right?
No web designer will do anything near to free. Web development, esp from scratch is the biggest pain in the arse. I am a web developer and designer and the amount of time put into designing and developing a site are unbelievable. No one in their right mind would do it free. Web development costs anywhere between hundreds and thousands of dollars for a good site and the complexity and number of pages & such.
Only way you'll get one free is learn to use Dreamweaver, flash catalyst, learn html, xhtml, css, and javascript or settle for a crappy .webs site.
