I think there will not be a MW4 reason being.
Makarov died in MW3.
Soap died in MW3
There was not an epic ending that kept you thinking what will happen next.


But they could make a MW4 and just have a Whole new story.
But they would probaly not have it be Modern Warfare..



Please Post and reply what you think might happen.
