hey i am a level 7 almost at level eight and i cant figure out how to purchase a house or land in the game still. can anyone help me

Kill the dragon, find Jarl and buy the house for 5000 gold. There is a method on how to keep the 5000 gold after purchasing the house so you lose nothing
