Like a solid black back ground with hints of blue ill make a terrible pic on paint

Well nvm i cant just make it a solid black Bg and then add blue spots in it then brush it to make it sorta blend in idk if im helping explain

Im new to this sorta thing(GFX in general) and i want to learn. Anyone have any basic starting programs that can make just basic things?

Photoshop is a big part of GFX.

Is there a template sort of thing i can download because all those tiny little pixels looks like a lot of work
