No, but there is a similar app called Dragon.

Yes you can!

I have it on my Verizon Iphone 4 and it is just the hold the home button and siri pops up.
soon there will be a release for the working one.

A ipod 4g has siri on it too.

Yes, well, hackers can. However a public release is illegal, Similair apps like vLingo and dragon dictation are available though
