First of all, I'd recommend you get the XB1000 for 200 bucks, not 300.

If you want the absolute BEST possible bass for your budget, I'd recommend the Digizoid ZO instead of the iBasso amp/DAC.

This does not have DAC functionality like the iBasso amp/DAC, but it is not necessary when you're listening from an iDevice using a line-out cable.

If you do want the DAC functionality, (I would get it if you listen from a computer a lot) the iBasso D2+ and the Fiio E10 are both good options. The E10 is about $80 on Amazon, and the D2+ is probably overkill for the XB1000s. The E10 would be a better match. The money you save with the XB1000 and the E10 is probably worth saving, too! The bass will more than satisfy your crave, and you'll have around $100 left over! Remember a line-out cable!

You have a couple options here. You can go for the Meelectronics M6, but that's way under your budget at ~$25 (15 on sale, I think). You could spend an extra ten bucks and get the Brainwavz M2, which would be my first choice around this price range for IEMs. You could also get a pair of Koss Portapros. They're likely the best bargain in the audio industry right now, except for the Koss KSC35 or KSC75. Those three are essentially the same, but have different designs. The KSC75 is EXTREMELY cheap, and provides absolutely incredible sound for what you pay. Easily the best under 50 bucks, maybe more.

These are WAY better than the Skullcandies. They're in an entirely different league. There always is a better alternative to Skullcandies.
