Yes paypal is free. But if you want to do anything with it you need to put a credit card on there or link it to your bank account. Also, I'm pretty sure you can set it up on your iPod.

Ya you can set up on i-devices but I would highly recommend setting up on a computer to reduce risk of it messing up or anything.
