If it wasn't activated at the register, it would tell you that it wasn't when you try to redeem it.
If it is just showing a status code, it is an XBL error. That happened after one of my friends gave me a 4000 MSP code, I couldn't buy anything and was given a status code. I phoned Xbox Support, gave them the error code, and they told me to wait a week or two. Sure enough, the problem fixed itself.
You might want to consider phoning Xbox Support.
