Open Winrar and pick the picture if you need more help I will be glad to teamviwer to help you

or you could just

Right click it > Open with > Select WinRAR

Download it > Right click it > Open with > Select WinRAR > ??? > PROFIT!

Save the picture to your desktop
When its on your destop right click it and where it says "Open with" Change that to WinRAR Archiver
Then open it
