Well i used HxD and im getting Hex code now, possibly a clue?

But it doesn't open in WinRAR, Chrome, Notepad, IE, Explorer.exe, PhotoViewer or anything without it being corrupted or "\b[khi plus A"

What you don't know is that there is a crap ton of programs out there that can open this and decode it.
