You should be getting to the part where it says Xbox Live and everything is connected.
When you try to sign in, it says you can't connect.

1. Test connection, make sure you can connect to the xbox live part.

2. Try to Sign-in, it should not be able to sign in.

3. Go back to xbox live home

4. Go to Social > Social Apps > Accept the Terms of Conditions

5. Connect to Xbox live again.

6. Problem Solved!
