Solved it by spawning one using the console...

Find someone willing to spawn a dragon on your location, and do it that way...
And while you're there - Gold, items and perk points pl0x

Try fast traveling to a wide open feild it gives you a better chance of fighting one.

As the Game progresses dragons become more abundant. doing small quest like bounty quest for the jarls help a little as well.. looking for dragon burial sites and killing the dragon connected to the burial sites help..also doing the main quest makes the chances much more better.

I had the same problem you have to complete a certain percentage before seeing a few I encountered about 5-6 an I have maybe 4 days of gameplay

I made a new save and started the main questline again and at first I was fighting a invisible dragon, but once a guard had came the dragon came down and killed him and I could finally see it I visited a burial place and the dragon now spawns there so it works ^__^ thanks for the help guys I appreciate it (:

actually all you have to do is beat the first dragon near whiterun main storyline quest so beat the first one then more come

I think its progress and level, my level 64 cant seem to fast travel at all without incountering one everytime. How ever i also beat the main missions on it aswell so that may also be a contributing factor.
