Inexperienced People Can F*CK It Up Easily Though
any newish hardware is very safe, cutouts at high temps self reset when u mess it up, then clear cmos when it stop displaying. trial and error is the best way to learn not by talking to someone. from my own experience

IMO, Overclocking is something from the 90s. These days processors are so cheap that there is no point to overclocking as you will just mess up your CPU in the long run.
The only time overclocking is even remotely an answer to your problem is if you have an advanced cooling system that will keep the temperatures at a normal level. If this is the case, however, chances are you'll already have a good processor anyways.

I don't remember saying anything about the i7 990X or 3960X to be honest. Correct me if I'm wrong though.
An i5 760 costs around 200 USD. Quad Core 2.8 Ghz.
