You are not going to get staff nuff said.
people who are extremely active get staff
people who help alot get staff
people who are quite well known get staff
people who are known for following and reporting and sticking to the site rules get staff

When staff has openings, they will put up a Global announcement with all the requirements and what not.

Just wait a while, they're really strict on their choices. Good luck.
