My guess is they are waiting to get as many people as possible to do it, to take out all the exploiters at once. Second its not boosting, its exploiting a big glitch in the game. Third the 28th is also the release date of a major update, and many of the important decision makers are on christmas break as stated by Robert Bowling in many of his replies.
