All you showed us is your processor, we need all of the tabs to make a proper assessment.
As for your processor, it is well below the required processor speed for FO:NV. In other words, no, you can't run it.

im not to familiar with that graphics card but it might. if it does it might lag cause 1.3GHz dual core really isnt good for gaming, i should know my p.c. is 2.0GHz dual core and minecraft lags... FML. how much ram u got on ur computer?

Yes, I would need to see the other tabs if you want an accurate assessment. The only other tabs I need to see are Memory and Graphics.
