Every 25 posts you get one reputation power. That's rep power means that you can only give a member 1 point. You need 100 posts to equal one reputation power.

You get one rep power after every post set interval which is 20/25 I believe.
You can also get rep points which is given by members of TTG, usually for helping them out. You will need 100 rep points to gain 1 rep power.

I'm tired, so this will be blunt and quick.
People can give rep points to each other. 100 rep points = 1 rep power.
giving rep doesn't make you lose any. 25 posts also gets you 1 rep power.
normal members can give up to 25 rep at once, gold 50, mods 75, admins 100.
never ever ask for rep. you will most likely get a warning.
