If one profile buys the G.o.D and another person downloads it, you don't need the licenses to be on the same xbox to play it.

You just need the downloaded game.

Actually that's not true, i recovered fable II on my friends account and it wouldn't work without out a license transfer. Which i couldn't do because of the one license transfer a year thing.
