No. You have to download the game and install it before you can play it.

You must be thinking of Cloud Gaming, where you buy the game, and can play it without installing. Go here for that:

Generally yes, or there would be no point for the CD.

You can install it offline; usually, depending on what game it is - if it's WoW or anything along those lines.. you're out of luck for now, Kevin
