Like bass, do we? At that budget, the Sony XB1000. The prices on the XB1000 are really wonky, though. They have to be imported, so some places charge a whole lot, others not as much. If you can find them under $250, you're golden.
If you want the most bass possible on your budget without spending thousands of dollars, the Digizoid Zo2 will max these can out.

Ok, I am wanting to buy 2 pairs of Headphones. One for travel/school, and another to use at my house.
Budget: $0 - $150 or Higher if necessary for In ear headphones (travel), and $0 - $40 for over ear headphones (home)
Music preference: Dubstep, Rap, Pop

Other: I want something with lots and lots of bass, but also something with good sound quality on all other songs. Reason I want to spend more on in ear headphones is because they are the easiest to carry around on trips, or at school and thats when I really need to have headphones. Since at home, I do a mixture of youtube, netflix, and music (not gaming).. i wanted something with comfort, because I will be wearing them for hours at a time. however i do wish it will also have bass, but I know it will be hard with that price range. If you want, feel free to mix up the price ranges, however I dont want to be spending $200 + on headphones. Thanks for the help
