I have a laptop and a desktop. They both run through wifi. Do they both have the same IP address or does each computer have it's own?

Your 'IP' (the general understanding of it) is owned by your router. If someone wants to DoS you they'll flood your router with packets, not your computer. (A way to remember it for you I guess)

another thing, my desktop is plugged in through Ethernet,(i originally thought it was through wifi)to another router that is connected to my other router up stairs through ethernet. Does that change anything, or does it make it so they have different IP addresses?

They have different IP's. Every computer has it's own IP Address.

the router has the IP address which identifies that network sort of and its what websites can access for things like ip bans, what people with host booters try to get and the computers have an 'ip' address that doesnt go out into the internet
