click and make a new layer use the paintbucket tool and change the foreground colour to black then just click on the canvas

That looks like a pattern overlay, if so, start with a black layer, hit blending options and select pattern overlay, then choose that pattern and it should work.

This is assuming the red lines are defined as a pattern first of all?
