The Head-Direct RE-0 is the best value IEM you can buy in that price range. The overall sound quality is just an incredible for what you pay. They are light on bass, but that's not what these are about. They respond extremely well to amplification and I strongly suggest you get these straight from Head-Direct, which is a reputable source (They make them), so no worries of validity.

Tell me if the prices turn out to be wonky and these end up costing more than expected. If the conversion rates are right, these are exactly what he's looking for! If he's prefer something with a little more bass, just tell me. These are not the only option.

Don't say you don't have a budget unless you're OK with me recommending a Sennheiser Orpheus or Stax SR-009 rig. Both can cost tens of thousands of dollars. The pinnacle of headphone technology!

Noise cancelling actually is more or less pointless if you don't travel on airplanes a lot. Closed headphones can usually isolate as much noise as you need once you put on music.
Do you plan on bringing them with you? The Sony Z1000 is a good all around headphone if you aren't stationary 100% of the time. The PA2V2 is apparently a good amp, but a Mini3 is apparently even better. I love mine.
Here's a decent price on the Z1000, Amazon charges $450, which is ridiculous.

Fiio took a lot of "inspiration" from the Mini3 with their E11, so if you're looking for something that is not DIY or harder to get, the E11 is a very similar choice.
The Objective 2 DIY amp is also superior to the Mini3/E11 and can be built on a tight budget. However, it is a bit large. It's probably the best bang-for-your-buck amplifier out there, though. It performs better than amps that cost hundreds of dollars.
I thought the E11 was based on the Arrow.
@dava96, since you guys are kind of shafted with price, the Dunu Trident would be awesome since they come under your budget.

Yeah, I suspected it would not be so easy to get the RE-0 in the UK. I believe I've heard complaints before.

Save a lot of money and get the Sony XB1000! They'll make the Beats look like trash. If you're willing to amplify these cans, the Digizoid Zo2 will make them EVEN MORE bassy. I've experienced bass to the point of nausea, and I'm pretty confident this XB1000 and Zo2 combo will have a similar effect. The XB1000s will soon drop to a much better price, so holding out for a while might be worth it.
They're quite large, but there are smaller options like the Ultrasone Pro 750. If you're after BASS BASS BASS like you said, the XB1000s and the Zo2 are hard to beat!

If you cut those prices in half, they still wouldn't be worth it. If you did it again, maybe. Still, they would not be the best out there.
