If you are on a low budget you should spend as much as possible and build it yourself to save money.

Go on Newegg on find some parts. 650 pounds is like 1100 dollars and that can get you very far. You WILL need to build it yourself if you want to get it to a high end rig. You will easily save about 100 pounds if you just build it yourself.

I think that this would be a great build for you. I actually have most of those parts in my computer now. I would recommend that you find a internal hard drive on e-bay because the pries of them have went up drastically.
I know that Newegg doesn't ship over seas, but if you can find a UK website with those parts, then it would be a great computer. I know it is good for editing because I rendered a 9 minute 33 second video in AAE, in about 13 minutes. It would have taken me 3 hours on my old computer.
That rig is without a monitor, mouse, and keyboard but if you need them, I can cut a couple things out.

I would recommend a intel i5 2500k as it is the new sandy-bridge version but make sure you pay an extra 5 for the unlocked 'K' version so you can over-clock.
I wouldn't recommend a intel i7 for gaming as it is just overkill.
