You then read the 3 words on the ground and you get it

You will need to progress through the main storyline until you meet a woman name delaphine

Do the quests for her and eventually you will come across the quest

But, can I use shouts as many times as I want?

Or do I have to kill a dragon, then once I use a shout, I have to kill another dragon to use it again.

So, can I use a shout multiple times.

Once you learn a shout:

A shout- finding a word wall or learning from a NPC can then be unlocked by using a dragon soul

Once the shout is unlocked, it can be used as many times as you want but you must wait a certain amount of time before shouting again (white flash at top of screen)
