SOPA= Stop online piracy act, it is a bill i believe that the US government are trying to get through, basically it gives them power to take down sites because of copyright/piracy issues, so youtube, facebook would go down. Google it to get a more accurate answer, as this is off the top of my head , and also look at PIPA, another act or bill trying to get through, that is one of the reasons Wikipedia has closed down the site.
