I cant delete the "META-INF" folder to install mods and stuff, it keeps giving me a error and told me to close minecraft which I did, but it still doesnt work?????

this may be simple but im just new to minecraft...

The process may still be running. Do Cntrl+Alt+Delete and see your process's if there is one called javaw end it then re-try also delete the whole meta-inf folder not just the file.
