When people pre-ordered MW3 Hardened edition they got a founder Status code which entitled them to a 500xp bonus which they could give to a clan that they were in. There is not difference between Founder status and Premium status other than the name and the bonus title/emblem.

Both Founders and Premium members are able to compete in the clan challenges and operations.

Once MW3 was released, you could also get Founder status from buying a years subscription of Call of Duty ELITE, this offer ended on 15th December.

Now the only way to get Founder status is by buying a Founder code from somebody and then upgrading your Premium ELITE account.

So the reason why in the clan discussion area they ask if you are a Founder is to find out whether you may have the 500xp Clan Bonus.
