I am looking to purchase a PC hard drive which will support and run games like GTA 4 and Fallout: New Vegas Etc..
I would like it to be cheap aswell

A new hard drive wont make any difference on how games run. A fast hard drive will slightly improve load times thats about it.
If you have the money to go for an SSD and install windows on it you will see significant improvements on general system responsivenes and any games you install on there will see shorter load times.

An SSD is always the best way to go for games. But if your SSD can load data faster than your GPU or CPU can process, there's no point either xD
Best actual HDD would have to be the ones I've got in my computer as data drives, the Western Digital VelociRaptor. It's a 10k RPM HDD and lightning fast considering it's an HDD with moving parts
