I want to install a ROM on it, I rooted it with superoneclick a while back and its been running like crap. How big of a risk is it? I have very little background on that stuff, i was just going to youtube it. Id put this in the android section but its pretty much dead to be honest

Cyanogenmod is a awesome custom rom, it is fairly easy to brick your phone if you do it wrong, the best way to install it is from clockworkMOD recovery. just put the zips on the SD card and install them from there.

if your phone is officialy supported by cyanogenmod ul find tuts on their site, if not there is probly a unofficial port with a tut also.

I found a tutorial on youtube where they used ROM Manager to flash clockworkMod and download the rom itself is that safe?

yes its fine to do that, tho you wont be able to download roms off rom manager if you dont pay for premium, just download it manualy, put it on your SD card then use rom manager to boot into clockwork recovery.
you will also need to download the google apps package as the cyanogenmod team are not allowd to bundle them in. make sure you put them on your SD card also then install them after the main update and any hotfix.

one more thing back up everything you dont want to lose as you may have to wipe user data after install.
