"Call of Duty players who didn't go for Elite will be able to buy add-ons on Xbox 360 in March, PS3 and PC at a later date" - Confirmed by Activision.
So if you are a call of duty gamer who isn't premium on Elite you will have to wait until March to play these maps. So by the time that happens Elite Premium members should have 3 drops of Content while regular players have none. This is most likely being done to encourage gamers to spend their money buying elite.
If you are a PS3 owner or a PC owner of Modern Warfare 3 it looks like you will be waiting until as early as April to play this exclusive content. For many I assume they will be outraged by this but that is all part of the Xbox Deal with Activision.

Screw IW and Actvision, I am glad I moved onto other games like Battlefield 3 and Gears of War 3.
