This is a common issue when running more than one xbox on one router. I managed to fix this a while back but can't exactly remember how I did it lol. Try looking it up on google
Believe me I have searched google for hour on end and tried everything it had to offer.
Assigned a static IP, opened all relevant ports for this IP... etc... etc... and still couldn't get it to change from moderate.
Thanks for the suggestion though but I lost hope in the end.

Try [ Register or Signin to view external links. ] bro, if you have a router that is capable of running 2 with open NAT it will work

goto xbox live network settings and test your connection , it should make it open . hope i helped

Thanks for searching this bud, I've bookmarked it and will have a look through it later.
I'll let you know how it goes as it's annoying knowing that the nat is stuck on moderate.
