You need A LOT of Lockpicks. About as many as you can carry. Then, go to a lock, preferably Master or Expert, then just put a rubber band on the analog stick and leave it on there. It will keep on trying to pick the lock and continuously break and give you exp for that skill.

Unlocked picks take around 100-200 to level up,
Very long...

Now, I found this much faster (you need to be good at Lockpicking)

First, activate the theif stone to gain 20% exp earned for LP

Now go to ragged flagon and find the master locked chest
Make sure no ones around and lock pick it

Now wait some days and it should be locked again

I found that I went up a level with 4 master locks at level 90+

For stuff like that to replenish, it takes about 1-2 weeks in-game. Then you gotta lock pick it. The lockpicking glitch all you have to do is tie a rubber band to your controller and leave it. Much easier and takes less of your time as you can just leave it there.
