Only your account is recovered. To license transfer you would have to find a way to sign into a banned account on the new dashboard...

Good tutioral, the only downside is you cant 'Unban it' but it still works for recovering it!

You won't be able to access the content on the banned account unless you find a new way to sign in on the new dashboard.
