I have my fan set on 70%

Is it ok if the temp's are still droping?

its been on for about 3 hours now iv been messing around with patches.

But just now put the fan 70% like 10 minutes ago

Only thing you gotta watch really is the GPU. You wanna keep it under 65ish if you can.
