Dude, start at 15lbs and do 4 sets of 10 through out the day, also every morning when you wake up, do 15 push ups, and after a week of 15 add 5, after a week of that add another 5, so on a so forth.

4lbs are you serious, i'm 16 and i do about 16kg weights on each arm for my shoulders, and 10kgs on each arm, push yourself to the limit, you want to get muscle tone and feel the burn push yourself don't be a god damn puddy cat!

Weights alone will not do a thing.
If anything you will get heavier.
Muscle weighs more than fat.
Best thing to do would be look at your diet and what your regular eating habits are.
Are there things you can cut out, or maybe substitute for something better.
Weights on your arms and legs will do nothing for you torso.
Look at doing around workouts.
Bikes, rowing, steppers and other cardio workouts.
If anything you will get heavier.

When you lift weight it ALWAYS gets rid of body fat more than gaining muscle.
When you lift weights/exercise lots it tears muscle.
When your muscle tears it naturally heals, to increase the time it takes to heal and increase muscle tissue protein is very good because it repairs and increases muscle tissue (that's why body-builders take them.)
Diet is a big part of Muscle Tone/Body Tone, you MUST eat good foods and lot's of protein otherwise you will NOT see benefits.
Also good exercise is key, there's no point going round with big-ish arms and not a good body, lol.
But yeah, incase you're wondering, i study rugby at college and they teach us this stuff.
