Runescape FPS Problem

Hey TTG
Well i have a very bad FPS in Runescape... Im getting 4 - 7 which is silly i have a decent laptop
My problem is i have connected my laptop to my tv by a VGA cable and the other day i was getting 4 - 7 FPS an i opened up my laptop lid and clicked a few times on RS and then shut my laptop lid then i looked bad on my tv screen it said 20 FPS so i was like "WOW" and then i clicked a few more times on my laptop and it went back down so i was like "WOW" im just wondering why do i lag with a decent computer ?
Specs
3 GB RAM
2.10 GHz
Intel 4 Series express chipset familly
And when i play RS there is nothing else open or anything
If you can fix my problem i will be happy to give you 25m +
I am playing on the minimum settings

I asked around the other day, when you asked me, many people say there is no way to fix this, you're just going to have to purchase a new graphics card man.
Do you not have a different PC to play on or anything?

No, i just dont understand why it would go up to 20 and then back down
