Well, in the server folder there is a file called ops.txt
Go into that, and delete all the players in there.
Then, add your username and save the file.
Run the server and Ta-Da!

Essentially, if you're using bukkit's default permissions system (operators), then you cannot stop this. Installing a permissions plugin would be the best way to do this, as well as moderate who has what commands.
