Fortify alteration decreases the magicka used but doesn't make it so there isn't magic used.

Okay, I saw a video on youtube and he was saying how because of his armor he was able to cast alteration spells for no magicka, but thanks that helps a bit.

Maybe because either he did a glitch or modded it.

[font=candara:0c4e0522cb]The only way that I know of where-as this is possible is either going to via glitches (do not know them) or through modding (do not know how to mod skyrim) you can enchant your own set of armor with an enchantment decreasing how much they cost but will only be around 25-50% (if you have Grand Soul Gem(Grand))
